That still allows for shit that has been researched elsewhere, so say if someone comes from a place that also did the R&D for nanomachine trackers they can ask for those specific ones, but they can't ask for the kind that comes from my city. It would still be technology that's problematic around here, but I'd still be able to keep a lockdown on the shit that I'm responsible for.
